March 29, 2001 - Congratulations to those of you who wrote to tell me that you won last night playing the Lotto by targeting number "43." Yes, it could have been a 6 of 6 win by using the Lotto Report and a 5 of 6 if you had targeted number '50' instead. For those of you who haven't a clue as to what I am saying, go to the "Fun Page" - I've posted the number for ya'll to see. (Link above) This is how I suggest to use and win using the Lotto Report when playing Cash 5 and Lotto Texas. The numbers drawn were also perfect "baby boomers birthday" numbers. I really thought there would be a winner when I saw the numbers - little did I know at that moment that there was a perfect "target" number too - what a pleasant surprise that was. I'll bet the ticket was a self picked ticket. I've been trying to find out but haven't been able to.

Regarding the scratch offs - The San Antonio Express-News ran a story today and the AP Wire has a story posted for all the media to pick up about the changes Texas HAD to make regarding the odds on the scratch offs. It appears many lotteries will follow suit and make this much needed change too - but the other states are doing it before their players get upset!

It's too bad Linda Cloud didn't listen to us and make this change "freely" when it was first requested several years ago. If she had listened, instead of bad press today, the TLC could have been the leaders in a much needed change and received favorable press. And this very idea was suggested to her by Professor Busald several times and was even posted here on my web site. But instead, to get the TLC to agree to this change, it required a room full of TV camera's, newspaper reporters and college students - our children - asking the Commissioners to explain how spending $1 and getting $1 back was "winning." The kids asked, "What did I WIN?" I'm so glad that I was invited to be a part of this and that Professor Busald and I came together. It was he and I who had the "poorly unattended" protest here in Dallas and this was our issue - we wanted to be told the truth! Anyway, I posted the Commissioners meeting where the students testified last November - if you want a refresher, just go to the "Table of Contents page" and scroll down to "Commissioners Meetings (Nov 2000) and Scratch Offs" to find the links.

While I was delivering the new Lotto Report this week, I bought a new Moolah Magic ticket on Tuesday, March 27th - one day early - but they were readily available everywhere. I asked roughly 50 stores for any information on this ticket but not one store could tell me how many of these tickets were printed or how many prizes there were. I'll bet this is a violation of consumer law somehow. If it's not, it certainly should be. Can you believe that our own state would do this to the People? Unbelievable.

I'm still behind on answering emails and I'm behind on all my work too. So, enough for my site, I have other things to do! By the way, I'm gonna win the Pick3 tonight on Don's prediction too - you'll see!

March 28, 2001 - Today, the Christian Science Monitor (New York) wrote a fabulous story about the Texas Lottery and tomorrow, the Houston Chronicle has a story coming out too. These stories are about how the other lotteries are making changes because of what's taken place here in Texas. WOW! What an accomplishment we have made.

Ya'll are doing sooo good! I can sit here and post gripes and taddle all day long about the TLC ... and Professor Busald can write letters to political figures every day without it ever doing any good as well ... he and I can be "black balled" by the TLC without any recourse available to us ..... all of this could have been done without it ever making a difference in the world or in our state government - but - because ya'll wrote and spoke up - the media is paying attention to us now. Two people can't accomplish much - but thousands pulled together can make a big difference and because of us here in Texas and your voices - all lotteries are at attention and are being held accountable by their players now. March 26, 2001 - Yes, I know the TLC fixed their "Fact Sheet" error that I commented on on March 21 - I hate it when people say "I told you so" but I did tell you that once I post it, they'll fix it. And they didn't let me down. Not to bad, it's only been wrong since March 9th! And yes, I know I'm being tacky but we must have some laughter in all this. I also asked again this morning why they didn't have the Feb. Commissioners Meeting posted and they just said they failed to post it but would get it done - maybe they'll post March's meeting too!

Anyway, the new Lotto Report comes out today so I will be gone more than in over the next 3 days. That means that I may be late posting the drawing results and any of Don's comments on his new play. But I will get it done - so be sure and check his page for any changes - OK? Just do me a favor and don't overspend - play for fun and let's WIN on this one. Yeah!

March 24, 2001 - Well give me a peanut! At 5 pm yesterday, I received scratch off ticket information on Moolah Magic and some other upcoming games. For those of you who want to know the prize structures, odds and start dates of the new upcoming games, just go to the Scratch Off page. The link is above. The new Lotto Report comes out Monday so maybe, just maybe, it'll be complete this time with scratch off information. But the bad news is, the stores still don't have this information for inquiring players.

March 22, 2001 - I've finally posted some of the messages ya'll sent in regarding the TLC not disclosing scratch ticket information. My sincere appreciation for the time ya'll took to send these messages. One newspaper told me he was getting entirely to much mail and would appreciate it if I would slow it down! March 21, 2001 - I'm behind on answering my emails again and I need to apologize - I really try to answer all of them but it seems I'm not doing very well these days. There's a couple of issues that keep coming up so I'll cover them here for you.

First, the figures posted on my web site with regards to the $85 million 6 of 6 figures are correct. However, the figures posted on the TLC's "Fact Sheet" are WRONG. They erred on the amount the 6 of 6 winner received and carried the error forward. I caught it the day they posted it and really figured they would fix it. (I'm sure they will now that I'm posting this message.) I admit - I was being tacky in not telling them but shoot, they have hundreds of employees so they should catch their own typo's. We all make them and I certainly do too ... Linda Cloud is the only person I know that is mistake free ... after all, she told me in no uncertain terms last year that the TLC did NOT make mistakes. <big grin on my face>

Second, YES, Don will have another play for us. But this time it'll be when the play is rated a little higher than a five so hopefully, the timing will be better for us.

Third, I have to go to Austin Friday so I may be a little late in posting the drawing results on Friday and Saturday night. This is also my press week-end which means that I may be late on Monday night too due to the fact that I will be getting the new Lotto Report out.

Forth, I'm truly thrilled when I hear that you won using the Lotto Report so thank you very much for sharing your winning experiences with me. I was aware that for last nights Cash 5 drawing, three of the numbers (7-12-19) were good target numbers. Getting 3 and 4 numbers are much better than getting none and choosing from 19 or 20 numbers is certainly better than choosing from 39 numbers. So, please keep writing even if I am getting a bad reputation for not writing back. But I try so please forgive me.

Fifth and last, I just have to share this one with you. I was speaking to someone yesterday about the TLC deleting the number of winning tickets from their promotional pieces and the initial response was one I absolutely NEVER thought of - they said, "Well, to me that means there are NO winning tickets at all." Fortunately - this was a person in a position to help us and they got the point! Time will tell.

March 20, 2001 - 8:30 AM - I just called the TLC to ask how many tickets they ordered and how many prizes there are for Moolah Magic, the new scratch game due to start on the 28th and theystill don't know. Thanks to those of you for the advise - I did check the Texas Administrative Code and as of yesterday, 3-19-01, it still says: (1) "At a minimum, the game procedures for each game shall contain the following information:" "(G) ticket order quantity"; (2) "Prize structure" - defined as "the number, value, and odds of winning prizes for an individual game as approved by the director;" (3) and finally , it says "game procedures shall be made available upon request to the public." So, the bottom line is, unless they made a proposal to change these rules, I can't help but wonder if they aren't breaking the rules. I know for a fact that they have promotional pieces right now that do NOT show ticket order quantity and number of prizes.

As for the question as to whether or not they are violating the Deceptive Trade Pratices Act, I don't know yet. If they aren't "legally," they certainly are "morally." Test it - call the TLC and see if you can find out how many tickets were ordered and how many prizes there are for each prize for Moolah Magic. The number is 1-800-37-LOTTO and if they won't tell you, then call your state representatives and Senators and object to the TLC not disclosuring game information. By law, they are suppose to tell you. Making this call is so simple and it helps so much. Here's a link so you can find your Senator, Representative and their phone numbers real easy.

March 15, 2001 - I took your suggestions and have made more changes to the "$85 Million Jackpot" page. I 'm now showing the differences by "average $$ and winners per drawing" too. Thanks for the input. Also, for last nights Lotto Texas drawing, I've posted another "target" number on the "Fun Page" that might have helped you win something last night IF you had the Lotto Report, if you had "targeted" that specific number and finally, IF you still played the Lotto! I'm going to stress that "target" numbers works really well playing Cash 5 too. Lotto Charlie won Monday night and that's how he chose his numbers. To bring you up to date on the scratch off situation. I called the TLC this morning and asked how many prizes and how many tickets, either approx OR actual, there were for the new game, Moolah Magic, that is due to start on March 28. No one seems to know the answer and they told me that I needed to make an Open Records request - but that takes time. As I write this, I'm waiting to hear back from Linda Cloud - maybe she knows. I'm reflecting back to the testimony I read regarding when this data would be available to players ... here's the testimony ... (my comments in blue)

"CHAIRMAN HEFLIN: Okay. So, in theory, then, you would be able to, after the initial promotion and after the initial sheet went out -- and I take it this goes out before the retailer actually gets the tickets in hand?

MS. CLOUD: Yes, sir.

CHAIRMAN HEFLIN: Okay. Then the Commission -- the agency will have the ability to send a second sheet with corrected information once all the tickets have been delivered. (Major catch 22 here - Delivered to who? - the retailer or the TLC? I think he means delivered to the TLC but Ms. Cloud is answering him in terms of the new tickets being delivered to the retailers - a very, very important interpretation issue. ) Is that right?

MS. CLOUD: That's correct. That's the intent, but what we intend to do with the initial shipment of the selling sheet two weeks prior to the game going out on the street is to leave out totally the number of tickets in that prize level, just send out to the retailer from this point forward the amount of the prizes that are in the game (She's referring to a sheet titled "Winning Tickets Remaining" but it doesn't show all prizes - or how many were printed -), and then after the game is received by us and we have the end of production information, then we'll send out a new selling sheet that will replace this one." (Doesn't that mean this would be after the tickets are already selling?And won't this cost twice as much money?Will players have privy to this data prior to purchasing a ticket if they inquire at the place where they buy their lottery products?)"

So, it is now two weeks prior to the start of Moolah Magic but no one knows how many tickets were printed or how many prizes there are for each prize level. I think it would be appropriate to have this little point clarified now. After all, I'm a player and I have a budget. And I want to figure out whether I want to wait and spend my money on this new game or gamble on an old one. I'll let you know what the true interpretation is as soon as I get an answer. OK?

March 13, 2001 - I've updated the "Fun Page" so you can see why, I think, we had so many winners Saturday night (3-10-01). At least, judging from my mail of "Thank-you's," I'm relatively sure The Lotto Report can take some credit! For the record, this is not a one time fluke - it happens like this all the time - I just don't post it. The readers of the Lotto Report are aware of it and this is why I think they subscribe. I suppose I should clarify one thing though - it's not "really" every drawing that so many numbers are good "target" numbers like is the case for Sat. March 10 and Monday, March 12. Anyway, just click here to see how you could improve your chances of winning - beware - you may end up sending me some of your hard earned dollars! <big grin> I hope, I hope, I hope.

March 12, 2001 - The TLC has a new scratch gaming coming out on March 28, 2001 but did you know they still don't know the prize structure, how many prizes there are or how many tickets were printed? They do, however, know its name .... Moolah Magic! I suppose it's pure "magic" that they can get this ticket to the stores by the 28th too without them knowing anything about it. Huh? Even Open Records has no "documents responsive to this request" and the person in charge of the scratch offs won't take my calls - she tells them to tell me to contact Open Records. Talk about a run-around. I'm beginning to think it's time to visit the Travis County District Attorney's office - the Public Integrity Unit. I'm a player and a taxpayer and I have a right to an answer to my questions.

Guess what else has happened? On March 10, 2001, they actually paid out 55% of Lotto Texas sales. I can think of a number of reasons why they suddenly paid this money out, but I will have to wait and see what they pay in the future before going into it. Congratulations to all of you who wrote me saying you won 5 of 6 and 4 of 6 Saturday night because of The Lotto Report. I honestly believe this is why they had so many winners and such a low payout. Maybe that's why they paid the 55% this time? The "target" your number system works quite often - the only catch 22 is you have to be lucky enough that your "target" number comes out then you're batting a 50 - 50 chance. After I get the new report out today, I'll post excerpts for you so you can see what I mean and how all those folks won a little something.

- Attention Players ... It isn't very often that I call upon you to do something but I am now. And what I'm asking you to do is, in my opinion, for the betterment of the People. Please take a few minutes to read the latest actions of the TLC and help me get a tremendous response because unless we get thousands of objections - the TLC will have a free run at NOT disclosing invaluable information to players. But if our leaders know there is strong opposition and that we care, they will put a stop to this. Please HELP me help all of us. Click here.

March 5, 2001 - Again, I feel the TLC is trying to mislead the media and the people in their press release that they issued to the newspapers on March 5, 2001. This upcoming jackpot is not a record as we had a $77 million jackpot on March 16, 1994. The TLC wants media coverage daily from the papers so as to entice "more" play. So, either the TLC's records are not as accurate as they should be or perhaps they are exaggerating a bit to get the media coverage .... Of course, do understand, this statement is only speculation on my part. Either way, on March 16, 1994, there were 5 winners and each one received $15,422,090.61. When multiplied by 5, this equals $77,110,453.05 that is being paid out in annual installments. (This is before the Cash Value Option began in 1997). Also, this jackpot amount, $77 million, is shown on the TLC's web site too ... and ... I've printed it out for anyone who would like to see it. The 5 winners for the March 16, 1994 jackpot were: (1) 19 Seasons Trust, Dallas; (2) Thomas E. King, Corpus Christi; (3) Larry Williams, Arlington; (4) Robert V. Delarios, Carrollton; and (5) James Counsil Jr., Humble.

By the way, total sales for the drawing held on March 16, 1994 were $51,929,357 and they reached a $77 million jackpot by the 6th drawing - not the 11th drawing like this roll has taken to reach $77 million. It'll be interesting to see how they do this time.
