There was only $11,007,000 in the prize pool but because it required $11,320,320 to get a return of $20 million -
they overpaid him to make good on the amount advertised. Why does the TLC want to change the rule to
allow them to pay the "amount advertsied" when they are constantly having to come up with extra
money for the top prize winners? Where do you think this "extra" money comes from? My guess is it's the
schools who's NOT getting their share of sales and a few "hand selected" winners. Paying a percentage of sales is
the only SAFE and FAIR way to run this game. We're still in a comment period over this. Please comment.

On 8-6-01, Cordova Spings, A Partnership - Larry Stack (Cordova, Tennesse) & Chris Fellows (Hot Springs, Ark)
Collected $11,190,952. Overpaid by $380,881 - UPS Employees

To pay the advertised jackpot amount of exactly $20 million, it will cost the TLC $11,190,952. However, there is only
$10,810,071 in the prize pool, therefore, the TLC will have to come up with an additional $380,881 to pay the advertised
amount. This is
not written in the rule but they are proposing to write it in the rule now even though they've been paying
the 6 of 6 winners the advertised amount since 1997 anyway. Since I've been posting these figures on my web site,
the TLC has paid every winner
either the amount required to get a return of the advertised jackpot amount or the exact
amount in the prize pool - whichever amount was the greatest. However, prior to this, this was not necessarily the case.
Some winners were actually shortchanged. A full report is forthcoming.

One can't help but wonder why the TLC would want to write this into the rule when it costs them more
money where as paying the exact percentage of sales is
a no risk, no lose situation. Unless you consider the risk
of getting sued for false advertising - you see, they don't really have enough in sales to cover $4 million,
$6 million or $9 million and they are purposely exaggerating and advertising fictitious jackpot figures. And
there is a law that says they can't do that! Anyway, between July 19, 2000 and July 19, 2001 the TLC
overpaid
6 of 6 winners
by $8,782,709 - can you imagine how far this money could've gone towards
improving relations with their retailers.

Did you know too that during this same time frame the retailers only saw a $6,795,175 increase from
Lotto Texas sales? That's an average of roughly $400 per store - but I think they lost commissions on
the other games so I'm not really sure that the Retailers came out ahead in the long run. Personally, I think the
smartest investment of that $8 million would have been to use it to pay bonus' to the retailers who earn it rather
than the few 6 of 6 winners - after all, the retailers do control sales and the TLC should take care of them
first and foremost.

Oh well, who can figure out why Texas is this foolish? I sure can't and the retailers can't either. Retailers get .05 for
every dollar they sell and with lottery sales being so low, many retailers are asking themselves why they even
bother to carry lottery products - after all, even their customers are complaining.

This money is part of the "55% of sales" owed to players by law.

It will require an investment of $7,302,952.80 to receive a return of $13 million over a 25 year period.
However, there is only $6,636,059 in the prize pool from sales leading up to this win which is all that
the TLC ACTUALLY owes the 6 of 6 winner. Question is, will the TLC overpay this winner by $666,893.80 too
just so they can make good on the "estimated" advertised amount or will the TLC pay the winner
his true percentage of sales which is 37.532% - use to be 32% prior to 6/54.

FYI - Before Linda Cloud took control in 1997, the TLC always paid - to the penny - ONLY the
percentage of sales (32%) due the winners - which is exactly how it should be.
